The electrical circuit inside the house will not be affected at all. People inside the building will remain unaffected, even operating a metallic device or using water.

The conductor is responsible for creating a higher pontifical difference by connecting to the ground rod to pass stray electricity to the ground with no insulation required in this aspect.
